Quora Ads in India: The Question-Targeting Playbook

Quora is the only large ad platform where you can buy placement against one specific question a real person typed out in full. That makes it a search-intent channel wearing a social channel's clothes — and it changes how you should build the campaign.

Question targeting is the product. Everything else on Quora is ordinary display.

Most people arrive at Quora Ads for the wrong reason: the clicks look cheap next to LinkedIn. That is true, and it is also the trap. Cheap clicks on broad targeting are just display traffic with a question mark in the background.

The real asset is narrower. On Quora, a person has already written out their problem in a full sentence — "Which CRM is best for a 20-person sales team in India?" — and you can buy the slot directly under it. That is closer to bidding on a search query than on an audience, which is why it belongs alongside the rest of your performance marketing mix rather than in the social bucket.

What are Quora Ads, and why is question targeting the whole point?

Quora Ads is Quora's self-serve advertising platform, run through Quora Ads Manager, and its defining feature is that you can target an individual question page rather than only an audience segment.

Quora describes question targeting plainly: ads "are only shown on specific question pages, allowing you to tailor your message to that content," and it advises you to "choose questions that you think your potential customers might be looking up or researching" (Quora Ads Support, Question Targeting).

On Meta you buy a person who might care. On Google Search you buy a query of three or four words. On Quora you buy a fully written problem statement — plus everyone who lands on that thread later from Google, mid-research.

The honest catch: you also sit next to answers you did not write, some of which recommend a competitor. We come back to that in the build steps.

Quora vs LinkedIn vs Google Search: where it actually fits

For an Indian B2B buyer, Quora is not a LinkedIn replacement — it is the cheaper, narrower, slower-reading third leg of a mix that LinkedIn and Google Search already anchor.

On audience, Quora claims "400 million monthly unique visitors," and that its users are "67% more likely to be responsible for business purchases" and "48% more likely to be senior decision-makers at work" (Quora for Business). Those are the platform's own claims, not independent measurement — and note what is missing. Quora publishes no India-specific audience number at all. If a blog quotes you one, it did not come from Quora.

The targeting types you actually get in Quora Ads Manager

Quora currently lists thirteen targeting types. They fall into three useful buckets (Quora for Business, Targeting Types):

  • Contextual — where the ad sits. Question Targeting (specific question pages), Topic Targeting (questions and feeds tagged with a topic), and Keyword Targeting (questions containing your keywords).
  • Behavioural — what the person has read. Interest Targeting, plus Keyword History, Question History and Answer History, which reach people who previously read matching questions or answers.
  • Audience — who the person is. Website Traffic (retargeting), List Match (your email list), Lookalike, and B2B & ABM targeting by account, job level, function, company size and industry via Quora's Bombora integration.

Two catch-alls sit outside those buckets: Broad Targeting ("the largest possible audience on Quora") and Auto-targeting, where Quora's system picks the configuration for you. Use both with your eyes open — they are how most wasted Quora budget gets spent. Volume, cheap clicks, a flattering CTR, and no idea which context produced anything.

Ad formats: five options, and only one is native to the page

Quora's ad specifications currently list five formats:

  • Text Ads — 40-character business name, 65-character headline, 105-character body, no image. The workhorse.
  • Image Ads — same copy limits, plus a hero image at minimum 580px wide, 16:9 to 4:5.
  • Video Ads — 3 to 60 seconds, MP4 or MOV, 16:9 horizontal, 70MB or less.
  • Promoted Answers — an existing answer given paid distribution. Unlimited length; Quora notes 200–300 words tends to perform best.
  • Lead Gen Forms — an on-platform form, up to 12 customisable fields, so the person never leaves Quora.

What Quora Ads cost, and how billing works for Indian advertisers

Quora publishes floors, not prices. The minimum daily budget is US$5.00, and Quora recommends raising it in increments of at least US$5.00 (Budget Setting Best Practices). Minimum bids are $0.01 CPC and $0.20 CPM, with Target CPA and Auto-bidding also available.

One useful note there: Quora advises your daily budget should be at least equal to your conversion goal — if your cost per lead is ₹8,000, a budget below that will not give a clean read. It also flags that Target CPA bidding wants roughly 20+ conversions a week. For most Indian B2B accounts, that is the real constraint, not the $5 floor.

Two India facts are confirmed on Quora's help centre today. INR is a supported billing currency, listed as "INR - India Rupee" (Supported Currencies). And Quora states: "For India advertisers, we now allow prepaid credit to be added to your Quora Ads account," alongside credit and debit cards (Payment Methods). Bank transfers, cheques and PayPal are not accepted.

Agency-side, Quora normally rides inside a broader paid-media retainer rather than justifying its own — performance marketing management in India runs roughly ₹25,000–₹1,00,000 a month as a directional market range, always excluding ad spend. How to build your first Quora campaign around question targeting

Build the first campaign as a question-targeting campaign and nothing else. Broad and Auto can come later, once you know which questions convert and have something to compare them against.

  1. Search like your buyer, not like a marketer. Search Quora for the problem phrasing prospects use, not your category name — "how do I reduce warehouse picking errors" finds better threads than "warehouse management software". Keep the questions that are genuinely about your problem, have real answer activity, and are not ten years stale.
  2. Check which threads Google sends traffic to. Search the same phrasing on Google with site:quora.com appended. Threads ranking on page one receive search traffic continuously — that is where the durable impressions come from. Prioritise those.
  3. Load them in with Bulk Add. Quora Ads Manager lets you paste questions into the "Search for Questions" field or use Bulk Add, which finds questions from keywords — and you can paste a Quora session URL to pull every question in it. Start with 30–80 questions in one ad set, not five.
  4. Write an ad that answers the question instead of interrupting it. This is the part most advertisers get wrong. Quora's own guidance is that "ad copy that essentially answers the targeted question(s) can significantly increase CTRs." In 65 characters of headline, give away the answer — "Picking errors are usually a slotting problem, not a staff problem" beats "India's #1 WMS". The click comes from credibility, not from a pitch.
  5. Deal with the answers you did not write. Read the top three answers on every question before you spend on it. If the top answer names a competitor, your ad is arguing against the page it sits on — write a Promoted Answer for that thread or drop the question. Skipping this is the most common reason a Quora campaign underperforms its CTR.
  6. Pair question targeting with one broader ad set for scale. Quora recommends combining question targeting with at least one other method to balance "contextual relevance and scale." Run them as separate ad sets with separate budgets so the cheap-and-broad one can never quietly eat the expensive-and-relevant one.
  7. Let it run longer than feels comfortable. Question-level volume is thin by design — a week of data across 40 questions is noise. Judge at ad-set level first, then prune individual questions once each has enough clicks to mean anything.

Where Quora marketing ends and Quora Ads begin

Organic Quora marketing means answering questions in your own name, for free, and hoping the answer ranks. Quora Ads means paying for placement. Promoted Answers is the bridge between them.

Quora defines Promoted Answers as "an ad type that allow you to boost the distribution of existing answers on Quora" — so the answer must exist organically first, and promoted content carries a "Promoted by" label (Overview of Promoted Answers). Quora also notes anyone writing about their own company should state the affiliation.

So the honest sequence is: answer a handful of questions properly, in a named founder's or specialist's voice, affiliation disclosed. See which get read. Promote those.

What organic Quora will not do is scale on a schedule. Answers compound slowly, ranking depends on Google as much as on Quora, and one person leaving can strand the whole effort. It is a credibility layer under the paid campaign, not a channel with a forecast.

Tracking: the Quora Pixel, and what happens after the click

Quora's conversion tracking is still called the Quora Pixel. Quora states you can install it "directly on your website or through Google Tag Manager," and it supports a base pixel, nine standard event labels, custom events based on URL page loads, and Advanced Match using hashed email data (Quora Pixel — Setup and Troubleshooting). Quora's documentation references measurement-partner integrations but does not document a server-side conversions API, so do not plan around one.

Install it before the first rupee goes out. Target CPA bidding needs it, and without it you are optimising to clicks on a channel whose entire argument is intent quality. What Quora will not fix is what happens to the lead. A Quora click is problem-stage, not purchase-stage, so sending it to a "book a demo" page usually wastes it. When Quora Ads are not worth it

  • Your category has no questions. If a serious search of Quora turns up fewer than about 20 relevant, active questions, there is no channel here. Nothing else in this guide can fix that.
  • You are local or offline-led. Quora has no meaningful local targeting story. A Mumbai clinic or a Pune retail store should spend the money elsewhere.
  • You need volume this quarter. Question-level impressions are thin. Quora is an additive channel, not a rescue channel.
  • You have not exhausted LinkedIn yet. If LinkedIn still produces an acceptable cost per qualified lead, adding Quora splits attention for a smaller pool. Read LinkedIn Ads for B2B first, and the marketing channels hub on sequencing channels.

Where it does earn its place: a considered B2B or high-ticket purchase, a long research cycle, a real product opinion worth defending, and a buyer who types the question out in full before they type a brand name into Google.
