Call Tracking: Measuring the Leads That Phone You

For a clinic, a coaching institute or a tile manufacturer in India, the best leads do not fill a form. They tap "Call" or "WhatsApp" and your reports never see them. Here are the three levels of call tracking, from a free GTM trigger to a pool of virtual numbers, and what changes in your Google Ads account once calls finally count.

Quick answer: Call tracking is the set of methods that tell you which campaign, keyword or page made a customer phone you. Call tracking sits in the "decide" layer of the stack we map in our marketing analytics guide — the layer that tells an ad platform which clicks became customers. For most Indian lead-gen sites, it is the piece that was never installed.

One boundary first. Form submits, purchases, the Google Ads conversion tag and GA4 key events in general are covered in our conversion tracking guide. This page does not repeat any of that. It owns the phone and WhatsApp side only.

What is call tracking?

Call tracking is any method that attaches a source to a phone call: which ad, keyword, page or listing the caller came from, and ideally how long they spoke and whether they became a customer.

It exists because a phone call leaves no cookie. A visitor reads your landing page, taps the number, and from the ad platform's point of view they simply left. The campaign that produced your best patient of the month reports zero conversions.

Three things can fix that, and they stack rather than compete. Each level measures something the one below it cannot.

Why does call tracking matter more in India?

Because a large share of enquiries in Indian service businesses arrive as a phone call or a WhatsApp message, not a form. We see it across the clinics, institutes and manufacturers we run ads for: the form is the minority channel, and the call button on the mobile landing page or the Google Business Profile is the majority one.

That has a direct cost in a Google Ads account. Smart Bidding optimises toward the conversions it can see. If calls are invisible, it bids toward the keywords that produce forms and starves the ones that produce calls, even when the calls are the better leads.

The second cost is reporting. A dashboard that shows cost per lead on forms alone will tell you a campaign is expensive when it is actually your cheapest source of patients. The number is not wrong. It is incomplete.

The three levels of call tracking, compared

Pick the lowest level that answers your question. Most businesses under ₹2 lakh a month in ad spend get almost everything they need from levels one and two.

Google Business Profile's own call count is a fourth, separate signal. It is covered below because it measures the listing, not the website.

Level 1: track tel: and WhatsApp taps in GTM and GA4

This level answers "how many people tapped to call or message us, and from which page and source?" It is free and takes under an hour if Google Tag Manager is already on the site.

What it does not tell you: whether the call went through, how long it lasted, or whether the person was a patient or a pharma rep. A tap is intent, not a conversation.

One honesty note before the steps. GA4's enhanced measurement has an outbound-click event that fires when "a user clicks a link that leads away from the current domain and to another website". A wa.me link may qualify; a tel: link is not a website and Google's doc says nothing about it. Do not rely on it. Build the trigger yourself so the event has a name you chose.

  1. Enable the click variables in GTM. In Variables → Built-In Variables, tick Click URL, Click Text and Click Classes. Without these the trigger has nothing to read.
  2. Create a "Just Links" trigger for calls. Triggers → New → Click: Just Links. Google's trigger documentation describes Just Links as tracking "clicks only on HTML links that use the <a> element", which is exactly what a phone link is. Fire on Some Link Clicks where Click URL starts with tel:.
  3. Create a second trigger for WhatsApp. Same type, Click URL contains wa.me or api.whatsapp.com. Keep it separate; a WhatsApp tap and a phone tap are different behaviours and you will want them in different columns.
  4. Add two GA4 event tags. Tag type: Google Analytics → GA4 Event. Event names phone_call_click and whatsapp_click. Add a parameter such as link_text = {{Click Text}} so you can see which button was tapped. Attach the matching trigger to each.
  5. Preview, then publish. Use GTM Preview on a phone or in mobile emulation, tap the number, confirm the event in the debug panel and in GA4's Realtime report. Then publish the container.
  6. Mark both events as key events in GA4. Admin → Events → toggle "Mark as key event" once each event has appeared. This is what makes them importable.
  7. Import them into Google Ads. With the accounts linked and auto-tagging on, follow Google's key-event import steps: Advertising → Conversion management → New conversion → pick the Google Ads account → select the key events. Google notes imported Analytics key events arrive as secondary actions by default, so decide deliberately whether a tap should be a primary conversion that Smart Bidding optimises toward.

Our view on that last decision: a tap is a fine primary conversion for a small clinic with no other signal. Once level two is running, demote the tap to secondary and let the measured call be primary. Otherwise you count the same lead twice.

Level 2: Google Ads call conversions and forwarding numbers

This level answers "which ad and keyword produced a call, and how long was it?" It measures the call itself, not the tap, and it is native to Google Ads.

The mechanism is a Google forwarding number: a unique number Google issues that routes to your real number and records the call on the way. Google's forwarding-number page lists the countries where they are available, and India is on the list (verified September 2026, alongside 28 other countries). We checked this run because the answer changes; today it is a plain yes.

Two India-specific caveats from the same documentation, and they matter for a sales team:

  • Google's call reporting page says it records call duration, start time, whether the call connected, and the caller's phone number for calls over 15 seconds — "except in India". You will get the call and its length. You will not get the caller's number inside Google Ads.
  • The forwarding-number page notes that on some calls your caller ID shows a Google number rather than the customer's. Brief your reception desk, or the "unknown number" gets ignored.

Call reporting works in two places:

  • Call assets and call ads. The phone number shown in the ad itself is swapped for a forwarding number. A call longer than the minimum length you set becomes a "Calls from ads" conversion. Google's docs give the example of an advertiser counting only calls over two minutes; for most clinics we set the threshold between 30 and 60 seconds, long enough to exclude wrong numbers and short enough to keep genuine "are you open on Sunday?" enquiries.
  • Website call conversions. Google's setup page describes two pieces of code: the conversion tracking tag and a "phone snippet" that replaces the number on your site with a forwarding number for visitors who arrived from an ad. The requirements are a number displayed on the site, the ability to edit code or use GTM, conversion tracking enabled, and up to an hour for the action to activate.

Where this level stops: it sees Google Ads visitors only. A call from a Meta ad, an organic ranking or the number on your packaging gets your real number and vanishes from the data. The rest of the Google Ads mechanics — bidding, structure, assets — live in our Google Ads guide.

Level 3: dedicated call tracking with dynamic number insertion

This level answers "which source produced every call we received, and what happened on it?" It is the only level that covers Meta, organic, print and Google in one report.

Dynamic number insertion (DNI) is the technique. You rent a pool of virtual numbers. A script on your site reads the visitor's source — the UTM, the referrer, the Google click ID — and shows a different number from the pool to each source, or to each individual session. Every number forwards to your real line. When a call arrives, the platform knows which number was dialled and therefore which source sent it.

What the good platforms log for every call: source and campaign, the landing page, the ringing number, call start time, duration, whether it was answered, a recording, and a field for outcome. Most push that record into a CRM so the sales team can tag it.

Two categories of provider exist in India, and we name categories rather than vendors because the right one depends on your call volume:

  • Indian cloud-telephony platforms. Their core product is virtual numbers, IVR, call routing and recording for sales and support teams. Several offer campaign-level number allocation and CRM integrations; fewer offer a true session-level DNI script. Ask that question directly before signing.
  • International call-tracking SaaS. Built around DNI and ad-platform attribution first, with telephony second. Some can provision Indian numbers, some cannot, and number availability changes; verify it for your city before paying.

Paid plans exist for both, typically as a per-number charge plus usage. We do not quote figures here because they move often and depend on volume.

The trade-off nobody mentions: a pool of numbers means the number on your website is not the number on your Google Business Profile, your hoardings or your visiting cards. For local SEO consistency, keep one stable, published business number everywhere offline and on the listing, and let DNI swap only the on-site number for tracked traffic.

What does Google Business Profile tell you about calls?

The Business Profile performance report counts taps on the listing's call button. Google's performance documentation defines the Calls metric as "the number of times a customer clicked on the call button on your Business Profile" and lists it alongside Directions, Website clicks, Messages and Bookings.

That makes it a level-one signal for the listing: a tap count, not a call log. It used to be more. Google's notice on the change states that from 31 July 2024 the chat and call history features are no longer available in Business Profile. If you want a real log of calls from the listing, the honest route is a dedicated tracking number set as the listing's primary number — with the local-SEO caveat above weighed first.

What to log for every call, and how to qualify one

A call count on its own is a vanity metric with a ringtone. The minimum record that makes calls useful for a budget decision has three fields.

  • Source. Campaign and keyword for Google, the tracking number or UTM for everything else, and "GBP" for listing taps. Without this you cannot move money.
  • Duration. The cheapest quality filter you have. Set a threshold and count only calls above it as a lead. Google's tools let you set that minimum; a DNI platform lets you set several.
  • Outcome. Booked, quoted, not a fit, spam, existing customer. This has to come from a human. Give the front desk a three-button tag in the CRM or a shared sheet, and review it weekly.

Qualifying by duration alone is a start, not an answer. A 90-second call can be a rep asking to send a catalogue. Tag outcomes for one month and you will know your real call-to-appointment rate, which is the number that turns cost per call into cost per patient.

Where it all ends up: one "calls" column beside "forms" in your marketing dashboard, so cost per lead is finally the whole picture.

Consent, TRAI and personal data: what applies to inbound calls

Inbound tracking is the easy side. A customer chooses to call you; you are measuring which door they came through. The rules tighten the moment you call back.

TRAI's Telecom Commercial Communications Customer Preference Regulations, 2018 govern outbound commercial communication. TRAI's TCCCPR page describes the framework as one that facilitates "commercial communication to the right recipient and in accordance to their preference", with sender registration, customer preference management and consent registration. In plain terms: a follow-up call that pitches an offer to a number on the DND registry is a compliance question for whoever makes it, regardless of how the number reached you. Route callbacks through a registered business number and keep a record of the enquiry that justifies the call.

A recorded call is also personal data. Worked example: a Mumbai dental clinic once calls are counted

Suppose a dental clinic in Mulund runs Google Search ads at ₹60,000 a month. Before call tracking, the account shows 40 form leads: a reported cost per lead of ₹1,500. Reception knows the phone rings more than the form fills, and estimates that roughly 60% of enquiries are calls. Nobody can prove it.

We install level one and level two in the same week. The next month's data looks different in three specific ways.

  • The lead count roughly doubles and the cost per lead halves. The same ₹60,000 now shows 40 forms plus, say, 62 calls over 45 seconds. Cost per lead drops to about ₹590. Nothing about the campaign changed. The measurement did.
  • The keyword ranking flips. "Dental clinic near me" produced few forms and was being throttled by Smart Bidding. It turns out to produce most of the calls, because someone in pain does not fill a form. "Teeth whitening cost" produced forms and few calls. Both are now valued correctly and budget moves toward the emergency terms.
  • Outcome tagging changes the target. After a month of reception tagging outcomes, calls convert to booked appointments at a higher rate than forms in this clinic. The clinic's real target becomes cost per appointment, and the daily budget decision is made on that.

The clinic's Business Profile call taps go into the same sheet, since the listing setup for clinics is usually the biggest single source of calls for a practice like this. All of the figures above are illustrative; the pattern — invisible calls, mis-valued keywords, a corrected target — is the one we see in almost every phone-heavy account we take over.

What is dynamic number insertion?

Dynamic number insertion is a script that shows a different phone number from a rented pool to visitors from different sources — a Google Ads visitor sees one number, a Meta visitor another, an organic visitor a third — with every number forwarding to your real line. When a call arrives, the platform knows which number was dialled and therefore which campaign, channel or session produced the call.

Can I track WhatsApp enquiries the same way as phone calls?

You can track the tap on a WhatsApp link with a Google Tag Manager Just Links trigger on URLs containing wa.me or api.whatsapp.com, send it to GA4 as an event and import it into Google Ads as a key event. What you cannot do with that setup is see the conversation that follows; whether the enquiry turned into a customer has to be tagged manually or in your CRM.

How long should a call be before it counts as a lead?

Set a minimum duration so that wrong numbers and hang-ups are excluded; Google's own documentation gives the example of an advertiser counting only calls over two minutes, and for most clinics and service businesses we start between 30 and 60 seconds. Duration is a filter, not proof of quality, so pair it with a human-tagged outcome — booked, quoted, spam — for at least a month to learn your real call-to-customer rate.
